Ohio will not Honor Puerto Rican Birth Certificates

Ohio is refusing to issue state ID cards to residents who where born in Puerto Rico with birth certificates dated before jan 1st. Puerto Rico began accepting applications for new certificates on July 1st, but  the old birth certificates are still valid until September 30th which Ohio refuses to honor.
