In an apparent attempt to control the birth of “unwanted children” that may have ultimately become a burden to the state, the California Department of Corrections paid over $148K to state doctors for them to perform tubal ligation or sterilize female inmates that were more likely to be incarcerated again. “Over a 10-year period, that isn’t a huge amount of money compared to what you save in welfare paying for these unwanted children – as they procreated more.” Dr. James Heinrich.
